At Yankee Institute, we envision a Connecticut that is affordable, livable, and workable. Our 2026 Public Policy Toolkit advances that vision by explaining how policy decisions function in practice, making hidden costs and government authority visible, and offering practical, research-driven solutions. We believe good policy is built where decisions are made, before consequences become unavoidable.
The Toolkit is organized around five core policy pillars:
- Fiscal Compact – Protecting Connecticut’s long-term fiscal stability through responsible budgeting, transparency, and sustainable government finances.
- Local Control & Home Rule – Preserving the authority of Connecticut’s 169 municipalities to make decisions that best serve their communities.
- Energy Affordability & Reliability – Promoting affordable, transparent, and dependable energy policies for families and businesses.
- Educational Access & Opportunity – Expanding educational opportunities and empowering families with more options for their children’s education.
- Government Labor-Management – Encouraging transparent, sustainable public-sector labor agreements that protect taxpayers, employees, and the services Connecticut residents rely on.
Together, these five pillars present Yankee Institute’s vision for a Connecticut that is more affordable, livable, and workable through practical, transparent, and durable public policy.
