D. Dowd Muska
D. Dowd Muska is the Yankee Institute's Philip Gressel for Tax and Budget Policy. Born and raised in Connecticut, he is a graduate of George Washington University. Dowd is a writer and researcher whose work has appeared in many local, statewide, regional, and national publications. He joined the Yankee Institute in March 2004.
